My Lord,
GOVERNMENT HOUSE,
HONGKONG. 9th August, 1919.
I have the honour to transmit for Your
Lordship's favourable consideration the enclosed copy of a
petition which I have received from certain members of the
Portuguese community who were formerly employed by German
firms in this Colony.
2.
The majority of the signatories have suffer-
-ed heavily from a financial point of view as a result of the
winding up of the German firms, though, with few exceptions, all
have obtained other situations at reduced salaries.
3.
I enclose a comparative statement prepared
by the Custodian of Enemy Property showing the position in
which the petitioners are now situated.
4.
It appears to me that these people have a
moral claim to compensation. The British firms in the Colony
have gained by the winding up of the German firms, a very
large sum has been realised by the liquidations, and I consider that out of this sum these former employés, who, through no
fault of their own, are in reduced circumstances, some at a comparatively advanced age, should receive substantial relief
according to their needs.
5.
I regret that the payment of definite sums by way of a gratuity would be of little use to these gentlemen,
